20% Salary Increase to all JO and COS Working in the Government

The Civil Service Commission (CSC), the Commission on Audit (COA), and the Department of Budget and Management (DBM) have amended Joint Circular No.1, s. 2017 to allow agencies to contract the services of new contract of service (COS) and job order (JO) workers and renew existing contracts of COS and JO workers until December 31, 2020. This transitory period is to ensure that delivery of public services will not be impaired.

20% Salary Increase to all JO and COS

In addition, starting January 1, 2019, COS and JO workers shall be paid a salary or wage equivalent to the daily salary or wage of comparable positions in the government and a premium of up to 20% of the salary or wage.

The premium payment may be paid monthly, in lump sum or in tranches, as may be stated in the agreement or contract with the agency. The payment for services shall be charged against the Maintenance and Other Operating Expenses of the agency’s approved budget.

Furthermore, existing qualified COS and JO workers shall be considered for appointment to the vacant positions of government agencies subject to existing civil service laws, rules, and regulations and CSC-approved Merit Selection Plans.

Since the issuance of Joint Circular No. 1, the CSC, COA, and DBM have received numerous requests and queries regarding its implementation. In the meantime, the three oversight agencies are working on the revision of the rules and regulations of the joint circular.

  1. On the premium of up to 20%, do you mean that the allowable maximum premium shall be 20%. Henceforth, do we take it to mean that we can adopt a lower prememium? Say 10% for 2019 and the remaining 10% to be adopted in 2020? Or does it mean to say that the 20% premium shall be implemented in 2019.

  2. Hello po Good evening… Ako po ay taga San Andres, Quezon.. Ang Mama ko po kasi matagal ng Job Order sa aminng bayan… Tama po ba na hindi cia nakakatanggap ng 13th month pay? Since 2010 po kasi nagtatrabaho na siya aming munisipyo .

  4. Usually JO/COS employees in health/medical government service department such as hospitals, were the ones frequently assigned in graveyard shift. Sana naman mayroon silang night premium differential..

  5. I would just like to ask if included ba kami JOs regarding the Train Law? Obviously mas maliit po sahod namin kesa regular pero malaki po yung nababayad naming tax last year.

  6. I almost 15 years now in the government service at lgu Lavezares, N. Samar, but still my salary is very low only 150 a day, I do everything in the office of the sangguniang Bryan, in work as stenographer to them, I request to be my position as stenographer even in a temporary position only but my request denied, but they needs me in times of hearing, everyday, they needs me…even to increase my salary so hard for them to give …but everytime they needs me.

  7. Itatanong ko lng po bakit d po kasali ang Job Order ng mga National Line Agencies sa 13th month pay? Tpos yung sa mga private company nkakatanggap nmn po cla ng 13th month pay… kahit yan nlng sana ang mareceive namin n mga job order.
