Under the Bawat Barangay Makikinabang Program (BBMP), each barangay in the Philippines is tasked to identify five qualified student beneficiaries who will each receive ₱20,000 in educational assistance.
Aside from selecting the beneficiaries, barangays also have specific documentation and transparency responsibilities under DILG Memorandum Circular No. 2026-038, including the posting of official or authorized photo documentation on their official Facebook pages.
This has raised questions about what information barangays are actually required to post and how residents can check the implementation of the scholarship program in their area.
Are Barangays Required to Post the Scholars on Facebook?
Under Section 5.5.5.1 of DILG Memorandum Circular No. 2026-038, barangays have several responsibilities in implementing the Bawat Barangay Makikinabang Program.
These include:
- Identifying the five scholars through the barangay’s Committee on Education;
- Selecting the priority development project;
- Submitting a Letter of Request to the Office of the President;
- Submitting the list of scholars and other required information to the city or municipality;
- Implementing the identified priority project;
- Submitting a financial utilization report; and
- Posting official or authorized photo documentation on their official Facebook pages.

For the Facebook requirement, the circular specifically instructs barangays to post official or authorized photo documentation, including receipts of procured items and testimonials from scholars, using the hashtags #BawatBarangayMakikinabang and #BawatBrgyMakikinabang.
Important Clarification
The DILG memorandum does not specifically state that barangays must publish the complete list or names of the five scholars on Facebook.
Rather, the circular separately requires barangays to submit the list of scholars to their city or municipal government and to post official or authorized photo documentation on their official Facebook pages.
This distinction is important when checking information circulating on social media. The overall program guidelines emphasize transparent, accountable, and efficient implementation of the assistance.
How to Check the Scholars Selected in Your Barangay
If you want to know whether your barangay has already selected or distributed assistance to its five scholars, one of the easiest places to start is your barangay’s official Facebook page.
Search for posts containing terms such as:
- Bawat Barangay Makikinabang;
- Bagong Pilipinas Barangay Scholars;
- Presidential Scholars;
- #BawatBarangayMakikinabang; or
- #BawatBrgyMakikinabang
Look particularly for announcements, photos or documentation of the selection or distribution of the educational assistance.
Some barangays and government agencies have already publicly documented beneficiaries. For example, a September 10 report from the Philippine Information Agency identified five Presidential Scholars from Barangay Lumangbayan in Calapan City who received the assistance after the barangay invited graduating students to apply and screened them according to the program qualifications.
However, the absence of a Facebook post does not automatically mean that a barangay is not participating in the program. Distribution and implementation have been taking place at different times across the country.

How Much Will Each Scholar Receive?
Each barangay is allocated a total of ₱200,000 under the Bawat Barangay Makikinabang Program. The amount is divided into two components:
| Allocation | Amount |
|---|---|
| Five student beneficiaries | ₱100,000 |
| Priority barangay development needs | ₱100,000 |
| Total per barangay | ₱200,000 |
For the scholarship component, the ₱100,000 must be divided among five beneficiaries, meaning:
₱20,000 per scholar × 5 scholars = ₱100,000
The DILG guidelines specifically provide that the scholarship assistance should not be divided among more than five students, since the intention is to provide substantial assistance to each selected beneficiary.
Who Can Be Selected as a Scholar?
Under DILG Memorandum Circular No. 2026-038, the five beneficiaries are selected by the barangay through its Committee on Education.
The guidelines prioritize students who are:
- Incoming fourth-year college students for SY 2026–2027;
- From vulnerable households;
- At risk of dropping out;
- From families where no member has completed tertiary education; and
- Residents of the barangay concerned.
Students in their fifth or sixth year may also qualify provided they are graduating during SY 2026–2027. If there are no graduating students in the barangay, assistance may be extended to incoming third-year college students or TESDA scholars.
Students studying at universities outside their city or municipality may also qualify as long as they are residents of the concerned barangay.
Barangays may establish additional eligibility requirements, but the DILG says these must be properly documented and applied in a just, fair, and transparent manner.
What Can the ₱20,000 Assistance Be Used For?
The ₱20,000 is considered a “Finisher Fund” intended to help vulnerable students complete their studies. According to the guidelines, the assistance may be used for education-related expenses such as:
- tuition and other school fees,
- school supplies,
- transportation,
- meal allowances,
- and other necessary expenses directly related to completing academic requirements for graduation
What If Your Barangay Has Not Announced Its Scholars Yet?
Residents may check their barangay’s official Facebook page or inquire directly with their Barangay Hall or Committee on Education regarding the status of the program in their area.
Keep in mind that implementation may differ depending on the locality. DILG previously explained that the distribution of assistance was ongoing nationwide, so barangays may be at different stages of receiving the funds, selecting beneficiaries, completing requirements, or distributing the assistance.
Avoid assuming that an absence of an announcement means that your barangay has been excluded.

Only five scholars are supposed to be selected per barangay. Is it allowed for the barangay captain to choose another seven people so that the ₱100,000 can be divided among more people, even though it was supposed to be intended only for the five scholars selected?
The guidelines specifically state that the amount should not be divided among more than five beneficiaries. Therefore, adding seven more beneficiaries and dividing the ₱100,000 among them would not be consistent with the program guidelines.
Our barangay has already received a 1000k or 200k But we as scholars of barangay , we just received 8k Per student. How we supposed to do with that 😭. Please could you hide my identity for goods
Based po sa DILG guidelines, ₱100,000 is intended for 5 scholars at ₱20,000 each and should not be divided among more beneficiaries. If ₱8,000 lang po ang natanggap ninyo, we suggest asking your barangay for clarification on the distribution. And yes po, we will keep your identity private.
