Who Can Take the Civil Service Exam?

You do not need to be a college graduate to take the Civil Service Exam. The CSC does not require a specific educational attainment to qualify for the Career Service Examination-Pen and Paper Test (CSE-PPT).

Generally, applicants must meet the following basic eligibility requirements:

  • Be a Filipino citizen;
  • Be at least 18 years old on the date of filing the application;
  • Be of good moral character;
  • Have no conviction by final judgment of an offense or crime involving moral turpitude, disgraceful or immoral conduct, dishonesty, examination irregularity, drunkenness, or addiction to drugs;
  • Have not been dishonorably discharged from military service or dismissed for cause from any civilian government position; and
  • Have not taken the same level of Career Service Examination within three months before the examination date.

There is no educational requirement, which means applicants may take the Civil Service Exam even if they are not college graduates, provided they meet the other qualifications set by the CSC.

The examination is administered at two levels: Professional and Subprofessional. Passing the Professional Level results in Career Service Professional Eligibility, while passing the Subprofessional Level results in Career Service Subprofessional Eligibility.

However, passing the exam does not automatically qualify a person for every government position. Individual government jobs may still require specific education, experience, training, and other qualifications.

To pass the Civil Service Exam, an examinee must obtain a general rating of at least 80.00. This passing grade applies to both the Professional and Subprofessional levels of the Career Service Examination-Pen and Paper Test (CSE-PPT).

This does not mean that you need to get exactly 80% of the questions correct. The CSC reports an examinee’s general rating, which is the official basis for determining whether the examinee passed or failed the examination.

Once the results and individual ratings are available, examinees can check their rating online through the CSC’s Online Civil Service Examination Result Generation System (OCSERGS). See our step-by-step guide on how to check your Civil Service Exam rating through OCSERGS.
