Is December 8 declared as special non-working holiday?

Although the House of Representatives already passed on third and final reading House Bill 5241 declaring December 8 of every year a special non-working holiday in the entire country to celebrate the Feast of the Immaculate Conception of Mary, it is still has to be approved by the Senate and signed into law by the President. Therefore, December 8 is not yet a holiday this year.
