The Department of Information and Communications Technology (DICT) is giving free technical trainings for aspiring online freelancers through their program “digitaljobsPH.”
What is digitaljobsPH?
It is formerly called Rural Impact Sourcing RIS Program), also known as “Kapag May WiFi, May Hanapbuhay”, capacitates people in the countryside to do online freelancing as a means of livelihood using their own Internet platform or RIS Hubs.
This Program has allowed people in the countryside to gain employment working mostly from home and earning approximately the same income as Overseas Filipino Workers. These graduates do not have to migrate to the big cities or leave their families to work abroad. Part of the program is also capacitating Micro, Small and Medium Enterprises (MSME) to increase their market coverage through e-Commerce.
For the past two years, this Program has produced more than 2,000 graduates who are now part of the 1.5 million Online Filipino Workers dubbed as OFW Version 2, and 700 MSMEs with websites and online presences.

Free Technical Trainings
There are offering seven (7) training courses. If you are interested to any of these courses, you can register to the nearest DICT’s training locations.
A. Digital Marketing and eCommerce
The Digital Marketing and eCommerce Course is composed of trainings on Digital Marketing, Online Freelancing, and a 21-day online campaign. It aims to develop and promote the trainee’s online freelancing profile, as well as the products and services of their partner MSMEs. It teaches strategies on how to sell and promote products online.
B. Search Engine Marketing and Advertising
The Search Engine Marketing and Advertising module is composed of face-to-face training, and a 21-day campaign promoting the trainee’s online freelancing profile. The course introduces elements of search engines, and strategies on how to drive organic search or paid advertising of websites to attract engagement.
C. Virtual Assistance
The Virtual Assistance module is composed of trainings on Virtual Assistance, Online Freelancing, and a 21-day online campaign. It teaches trainees on how to provide remote/online assistance to clients on administrative, technical, and/or creative matters to clients.
D. Graphic Design using Online Tools
The Graphic Design module is composed of face-to-face trainings, and a 21-day online campaign promoting the trainee’s online freelancer profile. It equips trainees on the proper use of tools to create designs for effective brand communication.
E. Content Writing
The Content Writing module consists of face-to-face training, and a 21-day online campaign promoting the trainee’s freelancer profile. The course helps develop writing skills essential to content marketing. It also provides tips and strategies on developing, organizing, and creating effective brand content.
F. Website Development with WordPress
The Website Development module includes face-to-face training, and a 21-day campaign promoting the trainee’s online freelancer profile. It introduces trainees to the basic elements of website creation using WordPress. The training provides instructions, exercises, and tools on setting-up a website.
G. Social Media Marketing and Advertising
The Social Media Marketing and Advertising module is composed of face-to-face training, and a 21-day online campaign promoting the trainee’s online freelancing profile. It teaches trainees on how to properly utilize social media platforms as tools in creating and optimizing social campaigns to promote brand growth in the digital marketplace.

How to Apply for DICT Free Trainings?
1. Go to the official website of DICT’s program: digitaljobs.ph
2. Check the Schedules of Trainings in Luzon, Visayas and Mindanao. As of today, they are already running several courses per region and cluster.
3. To inquire the with the nearest DICT training location in your place, you can call 920-0101 or email [email protected] or go directly at their office located at DICT Building, C.P Garcia Ave., Diliman, Quezon City.
Online Free Trainings of DICT
As of this writing, there is no available online trainings modules. However, recorded videos of the previous trainings are expected to be out in DICT’s website. Make sure to subscribe to our newsletter once it is already available.

I’m actually interested in the 3 training: Virtual Assistance, Graphic Design using Online Tools and Content writing, it may seem many and different but having the knowledge in these 3 aspects.
