Employees’ Compensation Program (ECP) Covid-19 Benefits

The Employees’ Compensation Program (ECP) is a government program by the Employees’ Compensation Commission (ECC) implemented to provide compensation packages to both government and private employees who suffered sickness, injury, or death due to work-related causes.

ECC is an agency under the Department of Labor and Employment (DOLE) that formulates policies and guidelines for the improvement of the ECP.

The most recent ECP established by the ECC is the Covid-19 Benefits for employees who tested positive for the Covid-19 virus while on duty.

Who are covered under ECP?

  1. Private sector employees who are active paying members of the Social Security System (SSS); 
  2. Government sector employees who are active paying members of the Government Service Insurance System (GSIS); and
  3. Employees who have existing sick leave credits are also eligible for EC benefits claims.

The employees covered by ECP need not pay additional EC contributions but must be mandatory members of either SSS or GSIS.

What are the Covid-19 Benefits?

Covid-19 positive employees may receive any of the following benefits from ECP depending on their needs:

  1. Sickness Benefits:
    • Private sector employees may receive sickness benefits both from ECC and SSS.
    • Government employees shall only receive one sickness benefits either from GSIS or from ECC, due to exclusiveness policy. 
  2. Medical Benefits:
    • These are out-of-pocket expenses after using PhilHealth such as:
        • Hospitalization expenses;
        • Professional fees; and
        • Medicine reimbursements
  3. Death and Funeral Benefits:
    1. EC Funeral benefit amounts to Php 30,000.00.
    2. EC Death benefits depend on the monthly salary credits of the deceased.
    3. Private sector employees may receive EC Death and Funeral Benefits aside from the benefits from the SSS.
    4. For Government employees, they may receive funeral benefits from both ECC and GSIS, but for death benefits, they shall only receive one.

What are the requirements for the application?

  1. Any of the following forms:
    1. SSS Form (for SSS members)
    2. GSIS Form (for GSIS members)
      1. Disability Benefits Form
      2. Injury/Sickness/Death
  2. Medical Diagnosis stating that the claimant is Covid-19 positive;
  3. Certification from the employer that the employee has been on duty when tested positive of Covid-19; and
  4. EC Logbook.

How to file for ECP Covid-19 Benefits?

  1. The employee, employer, or the beneficiaries may file for the ECP Covid 19 Benefits.
  2. The claimant shall submit the complete documentary requirements to any of the SSS or GSIS dropboxes.
  3. If the claim is denied, the claimant may submit a request for reconsideration or letter of appeal to ECC.

For claimants in the provinces, you may coordinate with the ECC Regional Extension Units (ECC-REUs) which are located inside the nearest DOLE Regional Offices.

  1. How about nman po sa mga Contract of service n nag positive ng Covid 19 Wala nman pong mga benefits as in SSS and GSIS
