Hack4PH: The 1st Philippine e-Government Innovation Challenge

The National Government Portal (gov.ph), in partnership with the Asian Institute of Management (AIM) and Asian Development Bank (ADB), invite everyone to join HACK4PH: The 1st Philippine e-Government Innovation Challenge, a hackathon that aims to produce innovative, citizen-centered solutions to help realize the future that Filipinos dream about. Hack4PH is a nationwide competition that aims to co-create innovative and citizen-centered solutions of the future. The event will be held from November 23-26, 2018 at Metro Manila, Philippines (to be determined). To prepare participants for the event, a Pre-Hackathon Conference will be conducted on November 10, 2018 at the Philippine International Convention Center in Pasay City.

Hack4PH is anchored on the Philippines’ long-term development plan AmBisyon Natin 2040, which reflects the vision and aspirations of the Filipino people about the kind of life they want to live, and how the country will be in twenty-five years. According to AmBisyon Natin, Filipinos want a “Matatag, Maginhawa, at Panatag na Buhay” (a strongly-rooted, comfortable, and secure life), under a government that is “clean, efficient, and fair.”

Hack4PH Challenges

Participants of Hack4PH will be tested on their ability to come up with out-of-the-box solutions to help make the Filipinos’ long-term vision a reality. In keeping with the 2040 theme, twenty teams will work for forty hours to come up with game-changing digital solutions that will address four pressing challenges:

Hack2Work: Making Telecommuting Work

Rooted in culture, Filipino families live together. However, traffic jams rob us of the opportunity to enjoy our time with families and friends. Millions endure the pains of daily commute and lose 16 days a year stuck in traffic jams, costing up to PhP100,000.00 of lost income opportunities.

Can you help us optimize the use of digital technologies to achieve a healthy work-life balance? How can we make telecommuting work so that there is time for meaningful relationships and worthwhile community involvement?

Hack2Live: Achieving Zero Food Wastage

The Philippines is home to vast fertile lands and rich fishing grounds. Despite this promising abundance, the country faces the test of feeding its growing population. In the second quarter of 2018, 2.2 million families still felt hunger. This was primarily driven by food wastage, both at the production and consumption levels.
Can you help us gain, as well as provide, insights on how food ends up in the trash instead of stomachs? How can we curb food wastage to create a comfortable life free from hunger?

Hack2Learn: Digitizing Public Information

In recent years, there has been a growing clamor to fight corruption and eliminate bureaucratic red tape in the government. However, a vast collection of public records remain undigitized and inaccessible by the public.
How can an ordinary citizen collect and extract meaningful information across complex and incomprehensible information sources? Can you help us increase the trust and confidence in the government by making information easily accessible and understandable to the public?

Hack2Play: Enriching Travel Experience

With an all-time high of 6.6 million visitors this year, the country aims to be a top tourist destination in Asia. However, the booming tourism sector is still grappling with infrastructure and connectivity challenges, as evidenced by a congested and un-integrated network of airport, seaport, roads and railways.

Will a seamless and paperless travel make the tourist experience more fun in the Philippines? How can we track vast, real-time data on mass travel and tourism to improve our competitiveness?

Prizes and Opportunities in Hack4PH

Winners will be chosen for each challenge. Winners will receive cash prizes, plus the chance to fully develop their application or product with the support of the NGP’s infrastructure, platform, and capacity building programs.

  • Advanced Accommodation for Non-Metro Manila Participants: 23 November 2018, 7pm
  • Pitching and Awarding Ceremony: November 26, 2018

Participants and Registration

Hack4PH is open to everyone—students, teachers, professional and amateur developers, designers, data scientists, digital storytellers, researchers, as well as tech enthusiasts. Interested participants can either form themselves into teams of three to five members, or apply individually. Individuals without coding experience, but with winning ideas, are also welcome.
