The PhilFrance Scholarship 2019 was posted in the scholarship website of the Embassy of France to the Philippines. They are pleased to offer the following scholarship programs for the 2019-2020 academic year.
This academic award is directed to the next generation of Filipino leaders who have shown strong academic, leadership and professional abilities, and who wish to study in France for a graduate degree. The deadline is on 30 April 2019, 4:00 PM.
Eligibility Criteria for PhilFrance Scholarship 2019
- Filipino citizens, residing in the Philippines at the time of application
- Graduates or graduating students of a Philippine higher education institution
- For applicants to Master’s degree programs: final-year students or graduates of a Bachelor-level degree
- For applicants to PhD programs: final-year students or graduates of a Master-level degree
Eligible programs for PhilFrance Scholarship 2019
A degree-awarding graduate program (Master’s or PhD) from a French higher education institution (public or private), for academic disciplines only
- Vocational and technical disciplines such as culinary arts are ineligible
- Online tools for finding English-taught graduate programs are available in the Other Resources section
- Foreign higher education institutions based in France are not eligible for financial support

Application Requirements
- A one-page CV detailing your academic, professional, and leadership experience
- An essay no longer than 500 words, explaining your reasons for wanting to study in France and how your experience and degree will benefit the Philippines and Filipino society
- NB: Essays exceeding the word limit will be discarded along with the application. Be advised that we ask for an academic essay, not a cover or motivation letter.
- Certified true copies of academic transcripts (university-level)
- Letter/s of acceptance, or proof of a completed application, to degree-awarding graduate programs, issued by the French higher education institution (HEI) where you applied to
Note: All documents must be in PDF format except for the essay, which must be submitted as a Word document. Additional documents (such as letters of recommendation) submitted without the Embassy requesting them, will not be accepted. Any attempt to unduly influence the decision-making process will result in the dismissal of the candidate’s application.
Scholarship Benefits
Selected candidates will be given the status of boursier du gouvernement français (French government scholar) which entitles them to the following benefits:
1. A tuition fee subsidy for the entire duration of the graduate program.
- For state-regulated public universities:
- Exemption from university registration fees texonération des frais d’inscription à l’université)
- For reference – University registration fees as of February 2019: €3 770 (around PhP220,000) per academic year for Master’s and Doctorate levels
- Exemption from university registration fees texonération des frais d’inscription à l’université)
- For other French higher education institutions:
- Partial tuition fee (frais de formation/frais de scolarité) subsidy, amounting to a maximum of €5 000 (non-negotiable) per academic year
- This subsidy is not convertible to cash and it will be paid directly to the French higher education institution

2. A monthly stipend of €700 (around PhP 41,000) for Master’s or €1060 (around PhP 97,000) for PhD candidates.
- Includes a €700 installation allowance
- Please note that the stipend may be suspended during internship periods (which are usually part of most graduate degree programs).
3. A health care package composed of mandatory sécurité sociale (national social security coverage) and a mutuelle (supplementary insurance policy).
4. Priority access to public student housing facilities.
Note: Please note that depending on the program’s structure and the potential benefit of a paid stage étudiant (internship) – which a majority of French Master’s degrees now offer – the stipend may be partly or fully suspended during the work period.
