New PhilHealth Contribution Table for 2020

The latest and updated PhilHealth Contribution Table was released by Philippine Health Insurance Corporation through the PhilHealth Circular No.  2019-009 with the subject “Premium Contribution Schedule in the National Health Insurance Program (NHIP) Pursuant to RA 11223 Known as the Universal Health Care Act”.

This circular will be effective starting December 7, 2019 onwards. The monthly premium contributions shall be at the rate of 3.00% computed straight based on the monthly basic salary, with a salary floor of P10,000 and a ceiling of P60,000, to be equally shared by the employees and their employer.

For those earning below the salary floor of P10,000, contributions are computed using the minimum threshold; while those who earn the set ceilings/limits shall pay premiums based on the set ceiling. This policy shall also apply to seafarers.

On the other hand, premiums of self-paying members, professional practitioners, and land-based OFWs are computed straight based on their monthly earnings and paid in whole by the member. To ensure accuracy in computation, PhilHealth will require submission of financial records such as latest income tax return received by the Bureau of Internal Revenue, duly-notarized affidavit of income declaration, or overseas employment contract as proof of income. Otherwise, contribution will be based on the highest computed rate.

Pursuant to Republic Act 10631 or the Kasambahay Law, employers shall borne the premiums of their domestic helpers in full, except when monthly salary exceeds P5,000 where Kasambahays shall then be deducted of their equal share in the monthly contribution. In cases of ’employed’ Persons with Disability (PWDs) listed in the Department of Health’s PWD registry, their contributions shall be equally divided between their employers and the National Government for their personal share.

The main reason for the increase of premium contributions for employed individuals concerns about implementing benefits and due to uproar against increase by other government fees like taxes, tolls, fees, social security contributions and the like.

All OFW shall pay P2,400/year as their annual premium contribution to PhilHealth, which is the same since January 2014. They can have the following payment options:

  • P2,400 for one year
  • P1,200 for six months; the balance to be paid later in the year; or
  • P1,200/year as advance payment for a maximum of five years if payment is made before January 1, 2014

The adjusted premium contribution brings better benefits such as coverage for major illnesses, for migrant workers and their legal dependents. Premium payment may be made at the POEA One-Stop Shop Centers, PhilHealth local health insurance officers nationwide or at any PhilHealth accredited collecting agents abroad.

  1. Paano po bayad pag voluntary ang hulog? Magkano na po dapat ksi this jan 2018 nag advance hulog na po kmi ng hulog for six months 200 pa lng binayad nmin every month

  6. Noong Mandatory ang Philhealth ay nagbabayad ako pero noong di na mandatory ay naitigil ko, so last payment ko ay 2015 pa. Gusto kong mareactivate ang aking membership. Saan ako magbabayad nasa Dammam, KSA po ako. Nairegister ko na rin ang aking Philhealth Number sa site kaya nakita ko ang detailed contribution from the beginning.
