This is the Revised Policies on Merit Promotion Plan as stated in the Civil Service Commission Memorandum Circular No. 03, series of 2001. This Merit Promotion Plan is issued to all Heads of Department, Bureaus, Offices, and Agencies of the National and Local Governments, including State Universities and Colleges, and Government Owned and Controlled Corporations.
