What is the Fourth Tranche Salary Increase 2027?
Executive Order No. 64, signed on August 2, 2024, updated the salary schedule for civilian government personnel.
Instead of implementing the entire adjustment at once, the government scheduled the salary increases in four tranches:
- First Tranche: January 1, 2024
- Second Tranche: January 1, 2025
- Third Tranche: January 1, 2026
- Fourth and Final Tranche: January 1, 2027
This means the Salary Grade 2027 rates are the fourth and final scheduled salary adjustment under EO No. 64. For National Government Agencies, the fourth tranche is scheduled to begin on January 1, 2027.
Who Is Covered by the 2027 Salary Increase?
Under EO No. 64, the updated salary schedule generally covers civilian government personnel in the:
- Executive Branch
- Legislative Branch
- Judicial Branch
- Constitutional Commissions and other Constitutional Offices
- Covered Government-Owned or -Controlled Corporations (GOCCs)
- Local Government Units (LGUs)
Coverage applies regardless of whether eligible personnel are regular, contractual or casual, appointive or elective, and full-time or part-time.
However, workers engaged through job orders (JO), contracts of service (COS), consultancy, or similar service contracts without an employer-employee relationship are not covered by this salary schedule.

Will LGU Employees Receive the Same Salary Increase in 2027?
Not necessarily. While LGUs are covered by EO No. 64, implementation is subject to their financial capability and applicable limitations under the Local Government Code and other rules.
EO No. 64 allows covered LGUs and GOCCs that do not have sufficient funds to partially implement the authorized salary schedule. Any partial implementation should be applied at a uniform percentage across positions.
Therefore, an LGU employee should check with their local government or Human Resource Management Office for the salary schedule actually being implemented in their LGU.
How Do Salary Grades and Steps Work?
Government positions are assigned a Salary Grade, while salary steps determine the specific basic salary within that grade. For example, under the Salary Grade 2027 table:

Is Salary Grade 2027 the Same as SSL VI 2027?
The term “SSL VI 2027” is commonly used online when referring to the current round of government salary increases.
However, the official legal basis for the 2024–2027 salary adjustment is Executive Order No. 64, s. 2024, which updated the Salary Schedule for Civilian Government Personnel.
