Previous Salary Standardization Law
Starting January 1, 2016 up to January 1, 2019, there had an implementation of four (4) tranches made for Salary Standardization Law (SSL).
- First Tranche Salary Standardization (SSL) Law Effective January 1, 2016
- Second Tranche Salary Standardization (SSL) Law Effective January 1, 2017
- Third Tranche Salary Standardization (SSL) Law Effective January 1, 2018
- Fourth Tranche Salary Standardization (SSL) Law Effective January 1, 2019
Coverage of Salary Standardization Law of 2019
The Salary Schedule herein provided shall apply to all civilian government personnel in the Executive, Legislative and Judicial Branches, Constitutional Commissions, and other Constitutional Offices, Government-Owned or Controlled Corporations (GOCCs) not covered by RA No. 10149, and local government units (LGUs), whether regular, casual or contractual in nature, appointive or elective, on full-time or part-time basis.
Salary Standardization Law of 2019 in Four Tranches
According to House Bill No. 5712, there will be four (4) tranches for the Salary Schedule for Civilian Personnel which will be implemented on January 1, 2020 (First Tranche), January 1, 2021 (Second Tranche), January 1, 2022 (Third Tranche) and January 1, 2023 (Fourth Tranche).

Editor’s Note: On December 10, 2019, the Senate Bill No. 49 entitled “Adjusting the Salary Schedule of Civilian Personnel in the Government, and For Other Purposes” (This Act shall be known as the “Salary Standardization Law V”) was substituted by Senate Bill No. 1219 under Committee Report No. 26. The SB 1219 was approved in the Third Reading on December 16, 2019 (Voting: 21). While on December 18, 2019, the House Bill No. 5712 was approved in the Third Reading (Voting: 187-5).

How about those in private sector employee. Are we not belong to this increase?
This will not help the personnel with the lower SG? Why not just approved the first proposal in Aug 2019? Maybe that will help us a lot the 10% increase and equality among the personnel..The higher SG deserve a higher increase because they deserve that based on their respective positions. position.
